Well, here we are a month in from the OFSI (Office of the Superintendent of Finance) change to the Guideline B-20 (also known as the qualifying rate or STRESS TEST!
On June 1st, the mortgage qualifying rate was increased from 4.79% to 5.25% - essentially reducing your borrowing power by 4.5%. However, this is not the first time we have seen these regulatory changes. In 2017 OSFI issued an update to the originally proposed Guideline B-20 clarified and strengthened expectations to address what OSFI saw as increasing risks in an environment of historically low interest rates, high levels of consumer debt and housing imbalances. What this translated to was a dramatic reduction in borrowing power.
Essentially a $60,000 income before Guideline B-20 would qualify you for a $400,000 mortgage - after Guideline B-20 came into effect in 2018 that same income would only qualify you for a mortgage of approximately $300,000. Therefore, I advise my clients to "Buy when you qualify." Too often I speak with borrowers who are holding out for a real estate price correction or economic situation that could help them get into the market at a discount. And too often these same borrowers end up losing borrowing power due to federal regulator changes or lender guideline changes. Let us keep in mind that as the economy and housing markets soften, lending policies restrict, lender risk exposure contracts and regulatory policy intervenes making it more difficult to qualify.
Again, I advise that you buy when you qualify. With full-featured mortgage rates currently starting at 1.40%, it is still a great time to seek a mortgage. ~ Clayton Blaney
